In contrast, many government agencies, especially those that provide critical services, have adopted futures and foresight principles as part of  their strategic planning to account for uncertainty and explore multiple potential futures.

David Turner

David Turner is currently serving as a Senior Advisor in the National Oceanic and Atmospheric Administration's (NOAA) Office of Ocean Exploration and Research (OER) where leads all aspects of strategic planning and organization performance. David served a similar role for NOAA's National Centers for Environmental Prediction (NCEP) and led the planning and performance work for the Agency's enterprise-wide R&D Line Office.Prior to joining NOAA, David served 12 years with the Department of Homeland Security.

Eric Popiel

Strategic Foresight Analyst, Office of Personnel Management (OPM); Co-Chair representing the Federal Foresight Community of Interest (FFCOI)
Eric works at the U.S. Office of Personnel Management as a Strategic Foresight Analyst and co-manager of OPM’s Strategic Workforce Foresight Team (SWFT). He is responsible for the long-term futures program that informs federal workforce policy for OPM and assists 24 CFO Act agencies in Strategic Human Capital Management. In addition, he serves as a co-chair of the Federal Foresight Community of Interest (FFCOI).

Hans Davies

Strategic Advisor

Hans Davies has been at Toffler Associates since 2007 and is a Director. His focus is helping organizations design imaginative futures that explore the nexus of humans and technology and their impact on security and protection. His specialties include security and resilience in the converging cyber and physical environments.  Before TA, he was an Analyst at SAIC supporting the Department of Defense Office of Treaty Compliance, focusing on reducing the danger and impact of Small Arms and Light Weapons, especially Landmines, across the globe. He earned a BA in History from Williams College and an MA in International Relations from Johns Hopkins School of Advanced International Studies
